OUR MISSION
To detain both pre-sentenced and sentenced inmates from the Albemarle, Charlottesville and Nelson jurisdictions who present a physical threat to the community or themselves, sentenced to jail, or a risk of not appearing for court hearings. The facility will be maintained and operated to safely and securely house individuals lawfully arrested and charged with a criminal offense by law enforcement agencies supporting the Albemarle-Charlottesville Regional Jail. In addition to housing local inmates, the facility may accept federal and state inmates and on a temporary basis.

PHILOSOPHY, GOALS AND OBJECTIVES
I. PHILOSOPHY
​
The facility is established in accordance with applicable statutes and regulations with the goal of ensuring public safety by providing professionally managed detention services to confined offenders, pursuant to judgments of the courts.
​
The facility, within available resources, offers the widest practical range of detention options, including institutionalization, educational/community programs and other similar sanctions to best serve the needs of society and individual offenders, enhancing offenders’ ability to return to the community and live in a law-abiding manner.
The facility administers its programs in a fair manner, in the least restrictive environment consistent with public safety.
The facility operates under the principle that all administrative and management decisions, either directly or indirectly, affects the facility’s security and treatment goals. In that connection, facility staff can serve as an important and productive role model for offenders, conveying mainstream societal values to the offender population.
The facility has Zero Tolerance for sexual abuse, harassment or misconduct within its facility and concerning its inmates. All allegations regardless of alleged victim or perpetrators status are investigated and taken seriously. Please reference our PREA page (link to ACRJ’s PREA PAGE)

​ II. GOALS
The Superintendent will formulate short and long-range goals and measurable objectives toward reaching those goals. These goals will be developed with input from staff at all levels and appropriate community and criminal justice agencies and include the following:

A description of the facility, including statutorily required programs and services.

An analysis of workload projections, as well as staff, programming, and operating budget needs.

An assessment of the facility’s impact on the community and the offender population served.

Alternative means to satisfy space requirements, when necessary.

An outline of budget and time issues involved in operating the facility.

Alternative means available to achieving the goals where appropriate.
The Superintendent will develop and maintain necessary facility policies and procedures to ensure that goal-related functional operations and programs are maintained. The facility’s goals will be reviewed annually by the Superintendent for approval and incorporation into the mission of the Albemarle-Charlottesville Regional Jail.

​ III. OBJECTIVES
To maintain full compliance with Jail Minimum Standards as established by the Virginia State Board of Corrections.
To maintain full compliance with the National Commission on Correction Health Care (NCCHC).
To work towards achieving certified under the Prison Rape Elimination Act (PREA) Standards.
The Superintendent will identify and plan for the acquisition of the resources needed to achieve these objectives.
All policy and procedure formulation, staff training, and facility development and renovation activity will take into account relevant accreditation standards and issues.
